खाँडाचक्र नगरपालिकाले अझै बजेट,नीति तथा कार्यक्रम सार्वजनिक गर्न सकेन
कालीकोट– सदरमुकाम मान्ममा रहेको खाँडाचक्र नगरपालिकाले अझै बजेट नीति तथा कार्यक्रम सार्वजनिक गर्न सकेको छैन । जनप्रतिनिधिको आत्तरिक कलहका कारण बजेट नीति तथा कार्यक्रम सार्वजनिक गर्न कठिनाई भएको हो । अघिल्लो आर्थिक बर्षका धेरै बजेट वडाले लिएको आरोप खेपीरहेका वडा अध्यक्ष र कार्यपालीका सदस्यहरु बिच तालमेल हुन नसकेको नाम नबताउने शर्तमा एक कर्मचारीले बताए । जिल्लाका अन्य आठ वटा स्थानीय तहले नगर तथा गाउँसभा बाट पास गरिएको बजेट नीति तथा कार्यक्रम वयव साइटमा सार्वजनिक गरिसकेका छन् । असार १० गते बेलुकी करिव २ घण्टा बसेको नगरसभामा उपस्थिती गराउने काम बाहेक अन्य छलफल नभएको वडा अध्यक्ष बिरिजित बिष्टले बताउनु भयो । नगर कार्यपालिका बैठकका लागि गाउँबाट जिल्ला सदरमुकाम पुगेका कार्यपालिका सदस्य बैठक बस्ने टुङगो नलागेपछि केहि घर फर्किए पनि केहि बजारमै छन् ।
स्थायी भन्दा करार धेरै
नगरपालिकामा जनप्रतिनिधिले मतदाता रिजाउन स्थायी कर्मचारी माग नगरेरै करारमा कर्मचारी नियुक्ती गरेका छन् । नगरपालिकामा ५४ जना स्थायी कर्मचारी छन् भने ६२ जना करार कर्मचारी छन् । नगरपालिकामा यती धेरै कर्मचारी भएपनि को कहाँ के काम गर्छन् भन्ने कुरा थाहा नभएको जनप्रतिनिधिको गुनासो छ । सबै भन्दा बढी करार कर्मचारी नगर प्रमुख कमल बहादुर शाहीको स्थानीय ठेगाना भएको वडा नं. ६ बाट १२ जना छन् । ज्यालादारीमा समेत २० भन्दा बढी कर्मचारी राखेर नगरपालिकालाई ब्यायभार थपेको स्थानीयको आरोप छ ।
घरभाडामा समेत मानोमानी
नगरपालिकाले सदरमुकाममै कार्यालय प्रयोजनाका लागि भनेर लगेका कोठाको भाडा अस्वभाविक देखिएको छ । सदरमुकाम मान्ममा रहेका कोठाको भाडा २ हजार ५ सय देखि ५ हजार सम्म नगरपालिकाबाट भुक्तानी हुने गरेछ । नगरपालिकाले उपलब्ध गराएको सुचना अनुसार मासिक घरभाडामा मात्र २ लाख ८५ हजार ५ सय भाडा जाने गरेको छ । सूचनामा उल्लेख नगरिएका तर नगरपालिकाका केहि कर्मचारीले खानेबस्ने समेत लगेका कोठा भाडा नगरपालिकाबाट भुक्तानी हुने गरेको छ ।
