यस्तै नगर क्षेत्रभित्रका प्राकृतिक तथा सांस्कृतिक स्रोत र सम्पदाको संरक्षण र सम्वद्र्धन गर्न तथा जुनसुकै बेला आउन सक्ने विपद् र अन्य आकस्मिक घटनाहरूको तत्काल सम्बोधन र समन्वय गरी नागरिकको जीउधनको सुरक्षा गर्दै नगरभित्र सुव्यवस्था कायम गरी नगरवासीलाई स्थानीय सरकारको अनुभूति प्रदानमा पनि मद्दत पुग्ने उहाँको भनाइ छ ।

नेपालको संविधान, २०७२ को अनुसूची ८ ले स्थानीय तहलाई नगर प्रहरी स्थापनाका लागि एकल अधिकार दिएको छ । राष्कोट नगरपालिकाले राष्कोट नगरपालिका नगर प्रहरी ऐन २०७९ र नगर प्रहरी संचालन तथा ब्यवस्थापन कार्यविधि २०७९ नगरपालिकाको १० औँ नगर सभाबाट पारित गरिएको छ ।
